Terms of Reference (ToR) for Development of the EANN Communications Strategy, Publications Design & Supervision of Website Development


Background

The Eastern Africa Nationality Network (EANN) is a coalition of civil society organizations and individuals working to eliminate statelessness and promote nationality rights in the Eastern Africa region. Established in 2022, the EANN fosters collaboration among members, conducts joint advocacy, raises awareness, and builds regional capacity to prevent and resolve statelessness. Its goals include reinforcing solidarity among partners and increasing visibility and resources for nationality rights.

Key Objectives

Through this assignment, EANN seeks to enhance its communication effectiveness, and ensure consistent high-quality branding, and impactful advocacy and outreach efforts across the region. 

 

Specifically, the consultant will:

  1. Develop a comprehensive Communications Strategy.
  2. Design and produce two newsletters and one policy brief.
  3. Manage EANN’s social media handles.
  4. Provide oversight and quality assurance for the development of the EANN website.

Scope of Work

The following constitute the scope of work for the consultancy. 

 

  1. Communications Strategy
  • Review existing communication tools and practices.
  • Conduct stakeholder/audience analysis.
  • Develop a strategy covering messaging, branding, digital platforms, publications, internal communication, social media, and M&E.
  • Provide an implementation plan and present drafts for review.

 

  1. Design of Publications & Social Media Management
  • Design two newsletters (10–12 pages each) and one policy brief (12–15 pages).
  • Ensure full alignment with EANN branding and Communications Working Group guidance.
  • Create a reusable newsletter template.
  • Complete a minimum of two rounds of revisions per product.
  • Deliver PDF and print-ready versions and provide licensing information where necessary.
  • Manage EANN’s social media handles: content development, scheduling, branding consistency, audience engagement, and analytics tracking in line with the Communications Strategy.

 

  1. Website Development Supervision
  • Supervise ongoing website development and ensure alignment with the Communications Strategy.
  • Review prototypes and provide feedback.
  • Coordinate with the Secretariat and Communications Working Group.
  • Monitor progress and flag risks.

Deliverables

  • Inception Report and work plan
  • Draft & Final Communications Strategy
  • Newsletter template + 2 designed newsletters
  • 1 designed policy brief
  • Website oversight report
  • Licensing documentation for design assets

Duration

The contract duration for this assignment is 5 weeks starting from 26th November to 31st December 2025.

Reporting

The consultant will report to the EANN Secretariat and the EANN Communications Working Group.

Required Qualifications

  • Experience developing Communications Strategy
  • Strong graphic design portfolio (newsletters, briefs, advocacy materials)
  • Experience in designing, developing and supervising website development
  • Strong writing, analysis, and stakeholder engagement skills
  • Knowledge of human rights/statelessness is an added advantage.

Payment Schedule

  • 40% upon signing the contract.
  • 30% on draft submissions.
  • 30% on final approval of all deliverables.

Submission of Bids

Interested consultant(s) are requested to submit their bid documents by Monday, 24th November 2025. 

All proposals must be electronically submitted in PDF format to procurement@hakicentre.org

indicating the title “ Consultancy for Development of the EANN Communications Strategy, Publications Design & Supervision of Website Development” in the email subject line. 

The proposal package should consist of the following components:

  1. Letters expressing interest.
  2. A comprehensive technical proposal.
  3. A detailed financial proposal.
  4. A list of references with no more than a 24-month time frame.
